Policy & Advocacy

Our Policy & Advocacy efforts aim to support a clear legal framework, public education, and institutional collaboration—ensuring that hemp is safely regulated, widely understood, and nationally embraced as a transformative crop.

At Mwamic General Enterprises SMC Ltd, we believe that effective policy is the foundation of a thriving, sustainable, and inclusive industrial hemp sector. Our Policy & Advocacy efforts aim to support a clear legal framework, public education, and institutional collaboration—ensuring that hemp is safely regulated, widely understood, and nationally embraced as a transformative crop.

Why Advocacy Matters

Despite hemp’s wide range of uses and its distinction from psychoactive cannabis (marijuana), industrial hemp remains misunderstood in Uganda. The absence of a robust, science-based policy has created uncertainty among farmers, investors, and regulatory bodies—slowing down the growth of a high-potential industry.

Mwamic is working to change that.

Through education, engagement, and policy dialogue, we are creating space for a future where hemp plays a strategic role in Uganda’s agricultural, environmental, and economic development goals.

Our Advocacy Objectives

  • Promote Clear Legal Definitions
Advocate for a nationally recognized definition of industrial hemp, with a scientifically defensible THC threshold to distinguish it from marijuana.

  • Support Inclusive Hemp Regulation
Work with government and agencies to establish licensing systems that support smallholder farmers, cooperatives, and local processors.

  • Raise Public Awareness
Conduct educational campaigns to demystify hemp, inform communities, and address public fears or stigma.

  • Strengthen Institutional Collaboration
Build strategic relationships with lawmakers, ministries, research institutions, and civil society to shape policy that supports growth and innovation.

  • Influence National Standards
Help establish Uganda-specific standards for hemp seed certification, cultivation practices, processing protocols, and product quality assurance.

How We Engage

  • Policy Roundtables & Consultations
We host and participate in multi-stakeholder forums, bringing together farmers, regulators, scientists, and private sector leaders.

  • Research-Based Position Papers
We develop and publish policy briefs, based on data from our fieldwork, pilot programs, and global case studies.

  • Media & Public Campaigns
We use radio, social media, and community outreach to educate the public and shape the national narrative around hemp.

  • Support for Farmer Representation
We advocate for the voices of smallholder farmers to be heard in national policy discussions and decision-making platforms.

Our Policy Priorities

  • Legalization & Decriminalization of Industrial Hemp
  • Accessible Licensing & Seed Registration
  • Supportive Tax and Export Frameworks
  • Incentives for Local Value Addition
  • Training and Compliance Guidelines for Farmers & Processors
